Assistance Available to County Businesses

As a member of PCBA, you have access to a variety of resources provided by Baltimore County that can help your business grow and improve. Assistance provided by the Baltimore County Small Business Resource Center is available to help businesses with the development of business plans, financial projections, etc. Examples of assistance include:

  • Real estate (development and permitting assistance)
  • Workforce (access to the Maryland Workforce Exchange database)
  • Job Creation Tax Credit (state tax credit for businesses that create 25 jobs over a 24 month period [up to $1,000 per new job], etc.)
  • Property Tax Credits (Enterprise Zone & Commercial Revitalization District improvements are eligible for tax credits, etc.)

The free service from Baltimore County also offers the following Loan Programs:

  • Small Business Loan Partnership – Real estate acquisition and improvements, equipment acquisition. (Loan Amount: The lesser of $500,000 or 40% of project cost, borrower must contribute a minimum of 10%)
  • High Tech Loan Fund  Real estate acquisition and improvements, equipment acquisition. (Loan Amount: Maximum $250,000, 2.0% fixed interest over 10 years for real estate or 5-7 years for equipment)
  • Tax-Exempt Bonds – Purchase and redevelopment of real estate, Purchase of new equipment. (Max. Bond Amount: $10 million)
  • Revitalization Loan Program - Exterior improvements to property that is located in a Commercial Revitalization District.
